I read the article. Fox has been reporting that he had a lengthy criminal history, and that he had tried to run over the mother of his child shortly before the atrocity in Wisconsin. But the article you linked to goes into far more detail-I encourage everyone to read it.
After attempting to kill the mother of his child, he was let out on 1000 bail!
