So now I’m part of something called a JPAT and as far as I know I am the first Marine to be honored with such a lofty assignment. The JPATs in Lima, Peru was made up of Army Green Berets and there was an immediate culture shock.
Most JPATs are in-county for only 6 month. I went in thinking it would be only 6 months and by the time I left, I had bought my rental car for the Embassy – which they did not want! As soon as my program was turning the corner and I could come up to catch my breath the SEALs sent some dude who had been rotting away in Bolivia who outranked me to by my boss. As soon as it was obvious that my program was going to be successful despite the SEAL boss who couldn’t even speak Spanish, the Department of State’s Narcotics Affair Section took it all over and I was relegated to having a both DOD (now DOW) and DOS boss to report to, not to mention SouthCom and the CIA.
Now with State in charge, they began throwing money at the problem until the narco-guerrillas took over again.
