Citation To Accompany The Award Of The Defense Meritorious Service Medal

Major S.x. Templar, United States Marine Corps, distinguished himself by exceptionally meritorious service while serving as the Officer in Charge, Joint Planning and Assistance Team, Riverine Operations and Plans Section, United States Military Assistance and Advisory Group, Lima, Peru, from 28 November 1995 to 30 October 1998.  Major Templar played a critical role in executing the U.S. Government’s counternarcotics strategy in Peru, one of the major sources for coca products.  Despite the many obstacles and reluctance from the Peruvian government, he demonstrated great diplomatic skill and cultural sensitivity to bring about consensus which resulted in the establishment of a riverine program.  Once the program was in place, he created a comprehensive training program and helped develop the government’s overall riverine interdiction plan.  His tireless efforts and support to enhance the riverine program resulted in the seizure of more than 15 metric tons of cocaine during his tenure.  Through his distinctive accomplishments, Major Templar reflected great credit upon himself, the United States Marine Corps, and the Department of Defense.
